Landmark Bidding Process Underway for Pakistan's Largest-Ever Single-Phase Healthcare Construction Undertaking

Three international consortia led by preeminent Chinese engineering conglomerates submit bids for the 1,313-bed Jinnah Medical Complex and Research Center in Islamabad

ISLAMABAD, July 3, 2026 — Jinnah Medical Construction Company (JMC), a Section-42 company operating under the aegis of the Ministry of Health, Government of Pakistan, today announced the successful culmination of the bid submission phase for the Engineering, Procurement and Construction (EPC) of the Jinnah Medical Complex and Research Center (JMC&RC) — a 1,313-bed, state-of-the-art tertiary healthcare facility poised to rise in the heart of Islamabad, at Sector H-11.
Bids closed on 2nd July 2026 at 1600 hours Pakistan Standard Time, marking a pivotal milestone in what represents the largest construction undertaking ever initiated in Pakistan in a single phase. The procurement exercise, conducted in strict accordance with the Public Procurement Regulatory Authority's (PPRA) Single Stage Two Envelope Procedure, followed an extensive international pre-bid roadshow that generated robust interest among global infrastructure and healthcare development firms.
The tender ultimately attracted submissions from three formidable consortia, each anchored by preeminent Chinese engineering and construction powerhouses: China Civil Third Engineering Bureau (CCTEB); a joint consortium comprising Shanxi Investment Group and China Road and Bridge Corporation; and Shaanxi Construction Engineering Group Corporation Ltd. The calibre and scale of participation underscore both the project's international standing and the confidence placed by leading global contractors in Pakistan's healthcare infrastructure ambitions.
Envisaged as a flagship institution, the JMC&RC will substantially augment the nation's tertiary healthcare capacity upon completion, delivering world-class clinical, diagnostic, and research services to the citizens of the capital and beyond.
Technical evaluation of the submitted bids is presently underway by the JMC and the Project Consultants Consortium led by the eminent Turkey based Architects NKY and renowned local consulants M/s Osmani & Company and M/s Asian Consulting Engineers. It is anticipated to conclude within the coming week, paving the way for the subsequent financial bids opening. JMC has reaffirmed its commitment to a transparent, merit-based, and rigorous evaluation process consistent with PPRA regulations and international best practice.
